This quote could be taken more than one way. I believe this quote refers to passive belief, not active belief.
Passive belief is a combination of a closed mind, and an unwillingness to strive for knowledge, and it can get in the way of learning. There was a time people believed the earth was flat. That false belief was accepted as a fact by most people.
Active belief is a combination of an open mind, and a willingness to strive for knowledge, and it is the driving force of learning. Christopher Columbus believed the earth was round. He was driven to prove his belief to be true, and he succeeded.
We are all shaped by our beliefs.
